Framework

In our increasingly interconnected world, natural hazards and their impacts extend across geographical, administrative, and sectoral boundaries. The interplay between multiple hazards and socio-economic factors means that the cumulative effects of these events can exceed those of individual hazards. Addressing the complexities of multi-hazard and multi-risk scenarios requires a holistic and integrative approach, which can be challenging to implement.

We propose a flexible, collaborative multi-sector, multi-risk system analysis approach for managing complex, multi-hazard environments. This approach consists of three principal iterative steps, gradually building up the system’s complexity. Each step includes recommendations for appropriate methods and tools to enhance assessment and management.
